Zones in the Philippines

In the next few months with luck, I'll be spending a few weeks (6 to 8) in Cebu City in the Philippines. Looking at the zone map there is only one zone there "CebuAir". I'm wondering if it's possible for a few more zones to be added to the city and surrounding area. I will also try to get others intreated in Turf while I'm there, but it will be hard to whip up interest if there is only a one or two zones to visit.
